pressure tank

When I run water my pressure tank kicks on and off every 5 seconds. I tried release some air pressure and water came out of the valve. Is that normal?

Sounds like the bladder in your tank is hooped.

pressure tank

Your pressure tank is water logged. If it's the type with a bladder you'll need a new tank. If it's the older style without a bladder you need to drain out some of the water and re-pressurize the tank with air.
