pressure reducing valve


Ok, I had to put a PRV in this past summer because of very high incoming water pressure (110 psi from the street)... of course I put it after the main internal shutoff valve which is after the water meter because there is no room before it and I can't turn off the water outside without the water company... a plumber was over doing some other work, and asked me why the PRV was after the water meter... Then he said "I guess you can't put it before you have no room for it"... should this of been before the meter? I have a tight space constriant here... should I tell the water company their pressure is 110 psi coming in from outside? thanks
