Not an expert by any means, but I always thought the power of the flush depended more on the design and style of the porcelain.

The flush will be the same amount of water with a new valve as the old. The only way a flush's effectiveness changes is the design of the bowl and trapway. If you aren't satisfied with the way your toilet flushes, you need a different toilet. Toto is the Cadillac if you want a new toilet that works.
