Plumbing Rough In Versus Final Inspection

Hello, what would the difference be between a rough in plumbing inspection and a final plumbing inspection when installing a bathtub, toilet, double sink, and hot water heater?

Wouldn't the hot water heater, tub, and all other supply lines need to be connected and all the drain lines run to pass the rough in inspection?

Thank you for your help!

rough looks at what is in the floors, walls, ceilings, and will later be covered up.
final looks at what was done after all is covered up

Maybe it depends on your county/city, but a DWV water test might be required - although i'm not sure if it's a final or a rough-in inspection item.
