Plumbing near main breaker...

I understand codes may vary from place to place.. but is there a general rule about plumbing nearby/over an electrical panel.

The reason I ask is... I would like to add a hose bib to the rear of my house, near my garden. The only one I have now is on the driveway side and is only really useful if you're washing your car (which I never do in fear the rust will fall off).

However, my breaker box is in the general area where I want to add the bib. How close am I allowed to plumb near this thing?

Is the breaker box on the outside of the house?
