How to remove cement from a floor drain?

If you mean some has fallen into the drain, shove a shopvac hose down

How much cement? What is the pipe material? Has it dried yet? If the cement is still wet, you should be able to get most of it with a shop vac. If its dried, you can try breaking it up with a screwdriver and hammer and vacuuming up the pieces, but be careful with PVC pipe. If the pipe is entirely full, you'll have to replace the pipe from the trap to the drain.
