Plaster guard surface flush with finished wall? Drywall or with tile?

I am installing a new shower valve. On the surface of the plaster guard, it says "the finished wall should flush with this surface".

Does it mean drywall or drywall with tile ? Thank you.

The plastic ring should come to the face of the tile----
