Pipe size for supply run
Water well finally gave it up this weekend and I have decided to connect to the city supply.
I need to make a 400 ft run to the meter. I was thinking that 1" SCH 40 PVC hub pipe would be my best bet.

Is 1" going to be large enough for a 400 ft run? It is also 15' downhill to help things!

I would contact the local water department and see what they recommend. I like copper and that's all we use up here but you're looking at about $3500 for 400" of 1" K copper. After copper I would recommend poly I would stop about 15" short of the house, convert to copper and bring copper rather then bringing poly into the house. You need to contact the water district to see what a legal connection would be though.

Entire water system is PVC here.
I am going to use PVC I was just making sure the 1" SCH 40 would give me the volume I need after 400 ft run.
Meter has a 3/4" NPT connection but I wanted to up it to 1" for a long run.

Call your water service provider. Depending on your local codes, they may have a requirement for materials, even though you have one material now. My problem with 1" running that distance is pressure. Ask what the pressure drop is is that distance with 1" piping. They have this info. When I worked as a Water Sevice Tech in Ohio, a run that long would be 2" pipe. I am also assuming that the meter will be near the tie-in to the City waterline so you want to guard against the possibility of a broken pipe underground leaking while you pay for it.
