Photo of under my sink. Trying to re-hookup frig water line.

So about a year ago I had these guys install my new kitchen cabinets. Well after they left I noticed my refrigerator water wasn't working anymore. So I called the cabinet guys but they were no help, offered no real suggestion other than it may have been something under my sink, and long story short they are no longer in business... so I have no idea what they did under there. I've had 2 plumbers out here and they aren't sure why the water is not working behind the frig. They can run a new line but I'd like to try to figure this out if I can, so... here's a photo of under my sink.

If I turn the valve on the right-most pipe water shoots out of that thing that appears to be a cut plastic line. Suspicious. Turning the blue valve does nothing. Does anyone see anything here that could explain the missing water? My frig has the line behind it and its hooked up. I should also note that my dishwater is to the left of my sink.

The cut plastic line looks like it went to your fridge. Don't use plastic going back though. Get a copper one. (mice can't chew it).

the line on the left looks like the hot water going to your dishwasher.

That line on the right with the ball valve shut off looks like where it would have been connected.
The collor slides back and the cut piece should just slide out.
There's just no way anyone here can trace your lines for you and tell you how or where it was connected.
Not sure why when you had a plumber there you did not just have them hook it up.
You know there the two ends are it's just a matter of running a new line beteen them.

Thanks guys, I figured it had to do something with that. Was just seeing if there was anything obvious in plain sight where the line would go in to from there. For instance, not sure what the pipe with the blue valve does. The previous plumbers were there to fix unrelated bathroom issues, but had them look at the frig too.

honestly, after zooming in on the pic, i'm not really sure what the blue valve does either. maybe someone here does.
