PEX plumbing inspection and vent line ideas

Hey everyone, I'm new here and need some advice. I'm thinking (more of in need of) replacing my old galvanized pipes with PEX. I'm pretty handy and have read just about everything there is on how to do the installation, but I'm wondering what I will need to do to pass the plumbing inspection (I live in Minneapolis, MN). I know everyplace might be different, but I'm wondering if I need to purchase a pressure gauge or if the inspection is done off of street water pressure. Any ideas and help would be great.

Second question. In the future I want to add a new bathroom in the basement. Currently there is only a shower down there and the vent pipe passes right across the only window (unsightly). I was wondering if I could run the vent line parrallel up in a bay between two ceiling joists, then drop the line 90 degrees down to connect with the original vent line (does this make sense?) which runs perpendicular. I attached a crappy sketch of what I'm talking about.

You can most likely just turn the water on to your new lines and get them inspected that way. After all, if there is a leak that is a sure fire way to find it. I only know of one jurisdiction around my area (cincinnati) that requires an air test at 100psi. I will say though that I prefer to test/inspect with air. If there is a leak or if something "blows" (hey its happened to me) there isnt a mess to clean up.

Now on to the vent issue. Your vent cannot turn down then tie back into your existing. It must rise from the fixtures being served so that any water (condensation, rain, whatever and etc...) can run out of the vent and down the drain. By turning the vent downward then tying it back in you've created a trap in your venting system. So you'll need to reassess things and see if there is a better way.
