outside spigot hookup

i've done very little plumbing work, so if i sounds like i don't know... i don't! But noticed my current copper pipes leading from inside to out are different? Looks to have a inner pipe inside the normal outter copper, is this normal and is it required for me to fix or replace. Any help and or info. on this would be much help to me, THANKS!!!
