Outside faucet leak

My outside faucet has a leak. Not sure what its called but the green "lid" is leaking when water is turned on. Can I just replace the "lid"?

That's the back flow preventor, I've never seen any place selling just the cap if it's broken.
Shut off the incoming water and see if it unscrews to see if it has some trash in it.

Outside faucet leak

The thing is, I can't unscrew it. It seems that I have to pop it open like a beer bottle to open it.
