Open Sewer pipe under sink cabinet

I was thawing out frozen cold water pipe. Looked under the built in vanity, and found an open sewer pipe coming out of concrete slab. Looked like it was left over from construction, but causing moisture and mold under the vanity. Looked like they tried to stop it up with old spray foam material. I want to plug this off and replace all wood. I do not think it was an old vent stack attempt. Any ideas out there as to what was/is up with this open sewer pipe coming up under a vanity and going nowhere?

Does it smell like a sewer? Can you hear water running threw it with the kitchen sink? Do not use the sink above you. If you can hear water in it then you know it is still hooked up to the sewer system.

Can you cut it and cap it?

...old floor drain maybe. Diagnose as pro recommended.

Could it have been a clean-out, that was not properly capped? How big is it (diameter)?
