one toilet bolt is missing and water is leaking out from bottom of toilet

One of our toilets has been secured by only one bolt for quite some time ,but now the toilet is loose and it is leaking around the bottom of the toilet. The hole in the terrazzo that held the other bolt is worn away and will not hold a bolt. I know I need to obviously remove the toilet, but is there any way to fix this without having to drill a new hole for the second bolt?

No way to know without removing the toilet.
Toilet bolts are never just attach to the tile if that what your thinking.
There installed in the flange or with dowel bolts (I think that's the name) screwed into the subfloor.

This should have been fixed a long time ago. I'd be looking for subflooring rot if it's been leaking that long.
