Old cast iron pipes

I really need help. I have bought a house that was built in 1900. My brother-in-law cut a pipe that leads to the stink pipe. it is 3 1/2 inches of cast iron. it leads to the plumbing upstairs that he is going to replace. but now that he cut it. my toliets won't flush, my tube is full of poop and nothing drains at all it just stays or over flows everwhere. going to snake it to see if clogged . can anyone help me please would appreciate it. ps it worked fine before he cut the pipe.

Maybe he cut the vent pipe and then sealed the end over causing everything not to drain.

Does he know which pipe he cut?

Why did he cut it?

If everything was working fine before, can he replace it back to the pre cut condition?

as the previous poster said, sounds like a venting issue if your snaking doesn't work.
