If your pump is running and no water there usually is a hole in the water line. If your pump is not running there are several things it could be. First thing I would check is the points as you said it was cycling on and off, that will usually burn the contacts. Turn the power off and sand the points and give that a try. If that doesn't do it the pump may be bad, or a wire may be burned or lose or your breaker may be kicked. It may be the regulator is shot. You will just have to start and see which it is.

Is it a deep well pump or a shallow well pump that sits in your basement or pump house? If it is a deep well pump you will also have a starter box which might be faulty. or as said earlier it may be a wire or the pressure switch.
