No spark at pilot?

I cannot get a spark at the pilot when pressing the piezo. Upon taking the piezo wire loose, I felt a shock when pressing it. Is the problem farther down the line?

What options do I have to repair the water heater? It is only a couple of years old I am told.

pilot assembly isn't grouned rust/screw loose..if your getting a hit from the ignitor cable that is solid....check it to the pilot assembly like a C wire on a car into a distributor cap

Remove orange wire from Piezo igniter and install a jumper wire in its place. Hold the other end of the
jumper by the wire insulation or using an insulated tool, next to an unpainted surface such as the feed
line or gas valve and depress the Piezo igniter. If there is a spark, the igniter is OK, the pilot is not
functioning and must be replaced,
