No hot water

Ok no hot water at all not even warm. Tested with multimeter and everything tested ok for ohms reading. Thermostat and element. Unless I tested wrong. My tester was on ohms setting and when I would place tester on screws it would shoot up to voltage amount than down to zeros and stay at zero. It did this for thermostat and element.

The fuses in panel box are fine I changed just to count it out. I had issues in the past of fuses heating up but seem to be fine now.

What could the problem be other than what I covered so far?

No hot water

Did you first check to see if there was incoming power to the heater?
Trying to test for ohm with the power on is a good way to burn your meter up.

No power both fuses were out and tested to make sure no power before testing ohms
