New Water Main Tap

I'm purchasing a house that has a point well in the basement. This is apparently not up to code. City water is available at the street (90 feet) and I figure I should tap in rather than paying to drill a new well. Because I'm broke and the County's tap/hook fee is $7,300 I need to do the work myself. Can anyone provide a) a list of parts I will need and/or b) A description of how it is done?

If this means that you haven't bought the house yet... then DON'T.
Or at least not until AFTER it is connected to the city water service.

You tell the seller "no deal" until the trench is dug, the pipe is laid,
the meter and valve are set and the water is flowing.
(also check on the sewer service issues)

The seller will want to get a higher price for the property afterward.
Work that out with your lender and the appraiser.

ETA: fwiw $7300 sounds like a criminally high price for this job.
Do you have an attorney representing you in this purchase?
If not... get one immediately.
