new toilet; dirty bowl water

I picked up a new toilet, and it has pretty impressive flush power compared to the ancient tank bolted to the wall toilet it replaced. the only problem is it sometimes leaves discolored water in the bowl after the flush.

Would increasing the water per flush help this? I'd have to extend the overflow tube (it came set from the factory tot he point were it uses surface tension to keep from overflowing), but there is extra available height in the tank. Its a 1.28 gpf model, but the base has 1.6 gpf or less molded into it, so that wouldn't be a problem.

would this solve my problem, or would I just be wasting my time. I am not too concerned about water usage. This part of the country is riddled with natural springs.
