new house mysterious NIBCO valve or bib cap in patio

I just purchased a new house, and in the back I found a small pipe protruding from the wall with a NIBCO cap on it (see attached photos). I have no

idea what this is. Perhaps someone can advise me?

Could it be a water hose bib? Could it be a natural gas line (for grill)? Septic line?

its water, could be for a hose bib or a water line to the dock if you have one. looks like the plumber forgot that one. if the house is new they need to come back and finish it.

thanks so much for responding DannyT. I think you are probably correct.... its probably water. would you recommend (obviously at my own risk :-) ) i try to remove the cap with a pipe wrench to see if water comes out? If so, do you think i'll be able to recap it?

if it is a new house you should call the builder and make them fix it or have the plumber fix it. it is soldered on and you would need a torch andyou also have to turn the water off and drain the water out to unsolder it. do not twist it or pull on it. call the builder
