New flange on top of old too high

We are replacing a 50-yr+ toilet. The original pipe and flange were one piece. The flange was broken and a plumber working at Home Depot told my husband he could install a new flange on top of the old one. But the new toilet won't go down flush with the floor. In fact, my husband can slide his fingers underneath the pedestal of the toilet. What should he do?

There are many kinds of flange repair pieces---I think he should have used a flat steel repair ring--

they are only 1/8 inch thick--I'll see if I can find a link--The Depot sells them--

If it's just broken where the bolts go, then use a spanner flange. This is a half-moon shaped piece that you'll stick your bolt through and slide beneath existing cast iron flange. Gotta love Home Depot, ehhh?
