Need help

We need help don't know where to post this but from the start
Me and my wife looked for 5 years for our first home we found the home my wife walked in and feel in love with. After countless homes we losses money on ( inspections ect..) against my judgement my wife did not want to have an inspection on this home. So I made my wife happy and agreed. We were involved in 2 bidding wars we got this home for 145 k the sale was AS IS. The home has good bones. The inside is the nicest we seen for our budget. Well we closed 1/1/12 we have invested over 20k in our new home on need repairs not wanted repairs.new basement windows, plumping, electric, new roof, and landscaping, foundation crack repair. we started to remodel the basement and our neighbors have informed us that all the homes flood knee high. Most of the work I have done myself. So we saved a lot of money. But now our funds are low. What can I do to stop my basement from flooding. Please help us
I am new to this site and I will post pics but on my iPad 2 does not upload
Thank you for reading
I will be installing a sub pump I am looking to stop rain water coming in my basement

Without some picture of the outside it's hard to say.
Dry basement 101.
Grade needs to slope away from the foundation.
No mulch piled up againt the foundation.
Gutters that drain away from the foundation, not right at the foot of it.
May need a french drain. (Google it) And waterproofing of the foundation on the outside.

I have no water coming from foundation when it rains...I am being told that on heavy rain falls. Rain water comes in from the drain tiles in basements on both sides of my house in my neighbors homes. Also my basement has been sprayed with perm a seal
