My washer has low hot water flow...help

My house was bought a few years ago and the hot water going into the washer worked fine, up until about a year ago. Since then, I've just been washing clothes with cold water. I tried narrowing down the problem, first by checking if both the hot and cold rubber hoses had flow going to the washer. Those were fine. Where I seem to be having the problem is where the hose to the hot water hammer arrestor is connected to. I opened the valve and the water flow coming out is very low.

What do I need to do now? Is this due to a faulty arrestor?

Ayuh,... I was going to mention the screen strainer inside the hose fitting on the washer itself,...
But,...
You've got something I've never run across before...
Can you hook directly to the washer, by-passing that set-up,..??

It doesn't appear to be a problem with the washer. The problem seems to be somewhere along the path of the water heater to the valve where the hose connects.

Shut your water off and take any shutoff valves apart. It may be a washer has disintegrated and fallen off and pieces are blocking flow.
