main water valve or pressure regulator

the main valve or water pressure regulator is malfunctioning, it periodically squirts water form the valve and causes the water pressure to go out or stop altogether. Do I need to replace the valve and how much would the cost be.

No it is not. It's the main valve that turns all of the water on and off in your home. It's called a Pressure Regulator Valve or Pressure Reducer Valve.

sounds like a RPBP assembly (reduced pressure backflow preventer)
Get a model number off the unit and google it for prices. They are easy to replace but it needs to be certified by someone approved or licensed

If not already, you need an expansion tank, preferably installed near the water heater.

Lacking that, it is possible for unusually high pressures to develop and the main shutoff valve may have been the weak spot in your situation.
