main water valve leakage
 
We turned off the water main to change a leaking hose on a toilet. When we turn the water main back on, water is pouring out of a cone shaped pressure valve adjacent to the water main shut off lever. There are 4 holes in the fitting that attaches to the bottom of this valve. Is this normal? Will the water dissapate if we let it run long enough? Upon further inspection, this valve is called a trap primer valve.

Mechanical trap primer, turn the water on and off a couple times may re seat if not will need to be replaced.

Why was there not a shut off valve on the supply line right behind the toilet?
There needs to be on on the hot and cold on every fixture.
