Main Water Shutoff Valve leak & question


So if there is no shut off at the meter then the town needs to fix this or shut it off or put a shut off in at the meter?.......
Why would they have a shut off 6' under?
Never the less if it's leaking need to be replaced by a ball valve.

That's an interesting question.

So if you get city water and there's no shut off at the meter, then how does the city shut off your water service if you don't pay your water bill?
