I personally wouldn't mess with the shut off at the curb either. You could be sued if something goes wrong. Given that I've seen one of those T-handles for sale at Ace hardware.

So like I said before in some areas youre responsible for fixing it even if they break it

As my quote said, the water authority will sue "if you damage their property."

The corp/tap is buried in the ground on the side of water main, sometimes under the street depending on your area(this is why i was referring to a street cut earlier for the city to tap the water main to hook your service on to)
if you want to shut the corp off and the main isnt under the street you either can start digging with a shovel,or a backhoe to find it.
In lots of areas EVERYTHING PAST THE CORP/TAP BELONGS TO THE HOMEOWNER!
THE CITY CANNOT SUE YOU FOR MESSING UP YOUR OWN STOP BOX,IF THE CITY OWNS YOUR WATER SERVICE THEYRE RESPONSIBLE FOR SHUTTING IT OFF AND MAINTAINING IT FOR YOU.
BUT AS IVE SAID REPEATEDLY IF YOU OWN YOUR WATER SERVICE YOURE RESPONSIBLE FOR IT WHETHER THE WATER CO SCREWS IT UP OR YOU DO IT YOURSELF!
Ive been doing this stuff for 30 yrs,I have a little practice at it.

I don't care where you shut the water off. If you break equipment that is not yours, prepared to pay or get sued.

What don't you understand?
If you own the box, then you don't get sued.
If you break the water authority's box, you will pay or get sued.
