Main water shutoff


I am asking this on behalf of a friend in Alabama, where I believe the frost line is 12" below grade. She has a house with a crawl space which is not easily accessible. The main shutoff is outside and requires a special tool to manipulate. Could it be replaced with a long stem valve with a standard manual handle accessible from above grade, or will the metal of the valve stem conduct heat enough to potentially bring frost to the water line?

That sounds like a meter box and "meter key".
Lowes sells the tool for about $10. Get one

**IN ADDITION** to the meter key there should ALSO be a valve on the main water line coming into the house and located somewhere that makes sense like near the water heater or under the kitchen sink.

If there isn't one... add it.
