low hot water pressure

My house is about 2 years old and is heated by a oil fueled boiler system. When we first in moved the hot water kept losing its hotness and had to have the temperature control valve replaced because it was clogged. I have also found over time the pressure keeps going down for the hot side. All faucets and the tubs in the house are the same. Cold water pressure is fine thru out the house. There is a water filter that is change every three months attached to the cold water line after the well tank. When the filter is changed do you need to bleed any air out of the line? Also the well tank has not been flushed since the house was built. There is also a round gray tank that holds the hot water for what appears to be the heating system. It has a valve underneath and do not know if this will also need to be flushed?
Any help will be appreciated.
