Lose water pressure in shower when turning down temperature

Hello, first post. Thanks for the help.

I've recently finished my basement and had a professional plumber do most of the plumbing work for the bathroom. It took me years to complete the job so the plumbing work was done a long time ago.

Anyway, everything is working pretty well except one thing. The shower has excellent water pressure when I turn the faucet up all the way (as hot as it can go), but as I move it to a more moderate temperature, the water pressure decreases. In our master shower, the water pressure stays pretty much the same until it's completely shut off.......just the temperature changes.

Did the plumber mess something up? Did I mess something up in the installation of the handle? Also, I should mention that it's a rainfall shower head, so the water pressure is never REALLY strong, but it's obviously weaker as the temperature is set lower.

Perhaps bad tempering valve? Does it have antiscald feature?
