leaking pipe - cost estimate?

Hey guys,
I have a small in diameter (see attached pic) leaking pipe (1 drip per 2 minutes) on the backside of the building above garages. The plumber gave me an estimate of 200$ and explained he will have to have an access to 2 units, drain water from the units and then perform the repair.
I live in CA, does this seem like a reasonable price?
Thank you,
Edita

I thought the price is reasonable for the location of the leak and the up and down factor.
