Finding the leak is the first thing to do.
Clean up the floor and see where it starts.
Is this gas, electric.
Is it sitting directly on the concrete floor?

Turn off the cold water inlet shutoff above the water heater. Does the meter stop spinning?

(This is not foolproof; sometimes that shutoff doesn't close completely due to sediment particularly if the shutoff is not exercised every once in awhile.)

If your HWT has a 3/4" drain line dropping down towards the floor from the P&T valve, put a small container under that 3/4" outlet to see if that is your water source.
