Leak indicator spinning backwards

The leak indicator on the water meter will spin backwards 1/2 turn or so. Is this normal?
We have low water pressure after a leak we fixed and the water company is reluctant to check the meter for problems.

You turn the water off and the meter spins back ward a little?
You might put in a check valve before the meter to keep water from flowing backwards.

Yes would this be an indication that the meter is not working right?
We have very low water pressure.

I would not worry if the tiny spinner in the meter turns back a half turn. If it went several turns or kept going then I would worry.

By the way, if there is no backflow perventer it is possible for the normal expansion of water to push some back into the water main as each new tankful of water in the water heater is heated.
