Default Kitchen Sink water pressure

Just moved in. I have an odd problem, only in my kitchen sink. When I turn on the water hot/cold it takes a few turns for the water to come out, and when it comes out like the valve is all open (Full flow 100%) then I can back it back to get the proper flow. It' a hastle, having to wacth out as to not get drenched every time you turn on the water. Any ideas? (all other sinks/ showers flow fine)

What brand of faucet? Single handle? Dual handle?
Probably just need an inexpensive repair kit for the internal parts.
