jets on tub do not work

I have a Novi tub with jets. The jets have not worked since we moved into the house. There are no loose wires, and the outlet has power. The on/off button is stuck in a pushed down position. It has been pried up once but when pushed down stayed down. We are just wondering what options could be considered to make this tub work or make sure it will not ever work. If possible, we would like to not have to hire a plumber

Dumb question but is there an extra switch on the wall or in the next room, also are you sure your getting power to it. I had 1 house they had a switch on the wall by the mirror for the jets, in the other bathroom it was plugged into a GFI that was tripped.

Probably don't need a plumber BUT you may need an electrician.
