Installing toilet on a concrete floor, Can't find a flange that will fit flush to the floor

How can I install a toilet on a concrete floor? It's a 3 in. pipe flush to the concrete. I can't find a 3' flange that will go inside the pipe and also fit flush to the floor. I can't use a flange that fits over the pipe because of the concrete. All the ones that fit inside the 3 in. pipe have a throat that flares out at the top and won't fit flush to the floor. If I use a spacer the toilet won't rest on the floor.

If you have a 3in pipe comming thru the concrete you CAN'T us a flange that fits to the inside, it will cut down the inlet too much.

What you have to do is cut up enough concrete to get a outside flange to fit, sorry,
