installing shower pan on concrete floor


I have a plastic shower pan. When I turn it over I see that there is a solid wood (chipboard) base on it. The wood base is however approx 1 inch lower than the lip that the pan will rest on. To install it could I simply attach wood spacers to the floor to account for the difference or must I lay a mortar bed? Thanks for the help.
