You have to know the path your going to take, to where you want this to be at, this is the 1st step.

Once to know this then you make a connection by adding a tee on the cold water line, then running the line to the location to be, then adapting to the line to make up the hose connection.

Is there no crawl space under house?

So now you have to connect a tee onto the copper and run your line to the hose location, I'd use pex if it was me. Do you know anything about plumbing and all?

Good start.

Have you considered how you will protect this new tap and its supply from freezing weather?
