Don't look like much of a bolt pattern on the CI flange. I say just use new screw bolts in the same holes that held the base down to start with.

Installing new toilet over old rusted flange

Buy 2 long tbolts and then cut the tbolt off with a hack saw. Avoid messing the thread up.
Screw the tbolt into your flange I can see the holes in your picture.

Screw a locking bolt directly ontop of your screw so it will hold it securely.

Buy a nice real thick jumbo wax ring

Set your toilet
Then install your plastic hold downs and washer then bolt her down..

You should feel your wax compress as you set the toilet..

Have a great day.

It wouldn't hurt to clean your flange with pine oil cleaner and a wire brush first..

The only problem with a repair flange is it will not make an air tight seal and you may smell the sewer later...
