Installing new bathroom faucet

Hello
I am installing a new bathroom faucet.
Now I am istalling the valve body. The instruction say to make sure that the Valve Stems are set in the CLOSED Position. How do I do this?
I have attached that portion of the directions.
Sorry I had to put it sideways to make it big enough to see and meet the reqs for upload.
Thanks for your assistance

Turn the valves all the way to the right.

Just slide the handle on valve temporarily and turn it clockwise til it stops.

Just as if it were already installed and you were turning the water off.

That way you know how to position the valve when you tighten it up from under the sink so that the handles look normal when your done.

Then you can reposition the handles after the valve is installed on the sink so they look right.

Thank you, I turned them all the way to the right.

Yes, the hot is marked with red tape underneath, and I am putting it on the left.

Well I guess I shouldn't have been watching football today and having you guys misinforming the lady...looks to me like lever handles and the cold will close in the opposite way (counter clockwise)
Only some brands allow you to reposition the handle after tightening the stems down, only stems with splines would work to my knowledge and then still may be a little off
