Indirect vs. Stand Alone Water Heater

Is an indirect water heater hooked up to an 80% efficient boiler the same efficiency as a separate 80% efficient water heater? An indirect heater has much better insulation than a standard so it doesn't need to cycle as often which also means it's standby losses are presumably less than a stand alone. When it does heat, however, it's running at 80% whereas stand alone water heater needs to cycle more often; at 80%?
