Increasing low water pressure

Hi all I'm new to the forum so here goes my first post. We live in a two story town home built on a slab approximately 5 years old. Exterior faucets have very strong pressure, maybe to strong, the front one has claimed three hoses. Inside is a different story. Sinks downstairs have lost pressure and showers upstairs are close to a trickle especially in my wife's bathroom. It was never great up there just has gotten worse over the past few months. I'm thinking it may be the PRV from everything I've read online so replacing it could be an option if I could just find it. The ones I've seen were Generally in crawl spaces or a basement but since I'm on a slab I don't know where to start. Didn't see it in the meter box and thus far haven't discovered any other access boxes in the yard, oh yeah we have an irrigation system to controlled by the neighborhood association. Haven't seen any access panels on the interior either only a clean out in the garage and one in the powder room. I'd be grateful for any ideas so thanks in advance.

Seems strange to have such big pressure differences at one house. Did you try removing the shower head and the aerators on your faucets? They could be clogged --- maybe a dip tube in your water heater is disintegrating.

Whole house water filter someplace?
All the valves wide open?
Well or city water?
Is it both the hot and cold water?
