Incomplete flushing

Both toilets don't seem to want to completely flush. I even hold the flapper open to completely drain the tank, but never seem to get the gurgle of other toilets in other houses. Could this be due to venting problems?

If both toilets are common to the same main, it could be the vent.

I just replaced two toilets in a 1970's built home with the same issue. The two new ones worked great so I busted up one of the old ones and found lots of scale restricting the flow around the rim. You can get a pretty good toilet for $100 to $200 bucks if you are OK with white. I would try replacing at least one. It's the cheapest and fastest way even if you are just diagnosing a problem.

If you cannot tell whether the water from the tank is entering the toilet bowl too slowly from clogged holes under the rim, try measuring about 1-1/2 gallons of water into a bucket and pouring that directly into the bowl. A venting problem will still show up.

You can gently prick open the holes under the rim to get scale out and speed up the flusihing action, but it may take some trial and error to find the best coat hanger wire diameter.

Any chance that a good dose of CLR added to the reservoir might unclog these holes - if they are in fact clogged? We're having a similar complaint from our tenant --- the toilet just isn't flushing fast enough to clear debris in the toilet. Takes them 2 or 3 times to flush stuff.

You can use an old toothbrush also..gentle on the porcelain but effective.
