Do you have a dishwasher? Maybe the third valve is for the dishwasher?
It is the look at the valve without the Central fixture on top of it in the other picture with the valve cover removed.

I can't identify what type of valve it is, but it seems to be hooked up on the same line the faucet AND tub uses.

In post 19 you have 2 silver items. The lower one I assume is the valve in question.
What does the top item feed and what does it say on the face?

Top item feeds the sink and is a brassmaster shutoff valve. Bottom item says Central on it and someone said it looks like a cover for an old shower diverter.

Do you have independent hot and cold supply lines going to the sink or just one?

How about the tub? 1 or 2 handle

Have I been a victim of illegal plumbing?

It is possible to re-edit yes, for a certain time period, I think it's around 24 hours.

Illegal plumbing? I guess I think if it works ok, doesn't leak or cause trouble, does your town now have a plumbing police department who does door-to-door plumbing checks on people's homes searching for illegal plumbing so they can fine or arrest people now?

If it's work you paid for, there's remedies for getting what you paid for, but if it's existing in a house you bought and works fine, why worry about the "plumbing police" pounding on your door at 3am demanding to see your drain pipes, aint gonna happen!

How about the tub? 1 or 2 handle
1 handle tub and 1 handle sink. 2 stop valves under sink so hot AND cold supply.

Other valve affects the faucet AND tub supply.

Being licensed is no guarantee the the work will meet the code. Does he have insurance and liability? A license is just a municipal document based on experience and some financial; ability.

What I think you have there is a thermostatic mixing valve. This controls the max temp. for your hot water.
Ask your maintainance people to look at it and verify it works right.

As for the contractor- I suggest you politely discuss the issues with the parties involved. I doubt anyone here can advise you on specific NY plumbing or contractor laws
As I said earlier, from the pictures I don't see any code violations- maybe a little sub par workmanship- but that is discretionary and open to opinion.

part is not a thermostatic mixing valve. Temperature does NOT change.

It looks like a Central Brass DIVERTER in the wall.

It is pushing around the water inside the wall, and affecting the water + pressure. I don't know what exactly he did.

He stuck on a Tub and Shower Faucet Handle. That should NOT be under the sink.

The model # on the back of the handle is 521-DBW

D is a diverter part.

Part narrowed down:

http://www.centralbrass.com/Document...s/S0607C34.pdf

That is what is in the wall. It SHOULD NOT BE.
