If this happens with both the hot and cold, start with the easiest inspection. Remove the aerator on the end of the spout and then turn on the water. The aerator will block anything in the lines from exiting and can cause noises. If that is not it, then you need to check either the washers on the end of the faucet stems (if a two handle faucet) or the cartridge if it is a single handle. You never know what may have been left in the faucet from the factory or how long it was stored. This could cause drying out of "O" rings and washers.
