If it is right at the concrete floor lever with that. I guess you are going to have to chip out the crete tell you can cut it off at the bend and flair the end and use a coupling and flair the other end . connect togother. Flair i belive is the best wat to do this. I wouldn't use any flaime near the line but keosene is low flash point but i woundn't do it. Flair is the only way to do it safe. my 2 cents

You would have to chip a lot of concrete to get the flaring jig on the pipe coming up from the concrete. I would chip out enough concrete to put in a compression fitting. Do not bury the fitting in concrete, leave it exposed.

chip a little and go with a 3/8 soldered coupling. Yes the oil will burn a little but not enough fire to worry about.

I assume you have a copper line. I believe that current code for buried copper requires that the line be double pipe. At least that is the way it is in my town. I replaced my buried copper line with an above the floor line. It may be less trougble to replace the entire line with a new, double wall pipe above the concrete, than to try and fix the old line.
