how to repair bottom of rusted out 10" steel pipe.

pipe transports water from springs to fields for irrigation. Pressure is <20 lbs. "Leaks" - some extend length of 20' sections. Width is variable to 4 to 5". I have considered wrapping pipe in fiberglass fabric and then coating with various products like polyester, epoxy, EPDM, TPO, Hypalon. Also thought about using 3M 5200 sealant to adhere 26 Gauge HVAC/stove pipe Galvanized Steel cover leaks. All are expensive! Anyone have a cheeeeep alternative other than replace line completely?

That would be like playing wack a mole.
Time to replace the line with PVC.

Or black plastic.
