Single edged razer blade.
It's all got to go. New will not stick to old.
The area also needs to be very clean.

The best way to reapply is fill the tub 1/2 full of water, apply the caulking, wait 24 hours and drain the tub.
It's weights down the tub and opens up the gap.

If it's really bad, you can get some caulk remover that will soften/dissolve the caulk. If you use it, just be sure to clean up afterwards. The caulk will return to its original state if allowed to dry. On the flip side, it beats chiseling it out if the caulk has gotten that hard.
