How to dislodge frozen drain escutcheon

People,

Have a bidet, and trying to remove the drain- I mean, unscrewing the upper portion (chrome finish escucheon, which sits in the bottom of bidet) from the female threaded steel (brass?) bottom part of drain assbly. Seems frozen tight. tried heat with propane torch, but doesnt budge.

What do you guys do in this situation?
Thanks.

If you are replacing it---saw a slice into it with a Dremel---then split it off the threads
